MS4: Municipal Separate Storm Sewage System


NPDES MS4 Report On Water Pollution Prevention Awareness

The provisions of the Clean Water Act; Hawaii Revised Statutes (HRS), Chapter 342D; and the Hawaii Administrative Rules, Chapters 11-54 and 11-55, the Department of Health (DOH) has issued to the Department of Education (DOE) NPDES Permit No. HI S000003, which authorizes DOE facilities to discharge storm water runoff and certain non-storm water discharges into Small Municipal Separate storm Sewer Systems (Small MS4) which discharge to state waters.

There are two major parts for compliance, known simply as the Campus Drainage Report, and the Campus Annual Report for Water Pollution Awareness or the MS4 Annual Report.

The Campus Drainage Report was prepared for the Department of Education in 2005, for all 158 current school campuses within the City and County of Honolulu, by their Consultant, Belt Collins & Associates. The Campus Drainage Report includes the following:
1.     The Clean Water Branch Notice of Intent, Form K (CWB NOI Form K)
2.     Figures that included
Campus Discharge Points and Receiving Waters,
Site Layout and Topography, and
Drainage Basin and Strom Water System
3.     Attachments that included:
ATTACHMENT A:  Receiving State Water(s) Information,
ATTACHMENT B:  Flow Charts,
ATTACHMENT C:  Storm Water Management Plan
ATTACHMENT D: References and Sample Health and Safety Plan
ATTACHMENT E:        Final Permit (HI S000003,) and Compliance Schedule
ATTACHMENT F: Contact Information and MSS4 Annual Report Forms and Checklists
The Campus Drainage Reports have been accepted by DOH in 2005 and remain in force unless campus improvements cause significant changes to the campus drainage system.  A copy of the Campus Drainage Report for our school is available for review with the Administration.
